As president of Memorial Physician Services (MPS), Mr. Dowell provides the strategy and leadership necessary to create a superior physician delivery model.

Mr. Dowell has over thirty years of health care experience with Memorial Health System, which began as a cost accountant implementing a decision support/cost accounting system. As his role expanded, Mr. Dowell directed a general finance department that included budgeting, cost accounting, investments and accounting for multiple affiliates of the health system before accepting in 1996 the lead operational role in MPS. MPS is a nearly 200 provider primary care network located across multiple sites in central Illinois.

Mr. Dowell holds an undergraduate degree in Finance and Accounting from Millikin University and a Master of Business Administration from the University of Illinois-Springfield. Mr. Dowell holds fellowships with Healthcare Financial Management Association (FHFMA), American College of Healthcare Executives (FACHE) and the Medical Group Management Association (FACMPE).

Mr. Dowell is proud to note that MPS is a Patient Centered Medical Home-level 3 with the National Committee for Quality Assurance (NCQA) and has received the coveted Employer of Choice designation in 2007-2012 and 2015-2017 which demonstrates stellar performance nationally in employee satisfaction.
